A replication handle could not be created for a control block. The Control Block will be destroyed. If this operation was triggered by a MIB command then the MIB signal will be returned with a failure code. This may cause some configuration information to have to be resent. Alternatively if this operation was caused by an OSPF protocol exchange then the packet that triggered it will be dropped.
Investigate the source of the failure. It is probably due to a resource shortage.
